OSCEng: overview

OSCEng, the Occupational Standards Council for Engineering, was established in 1996 as a voluntary, employer-led association of parties sharing a commitment to the development of a coherent framework of Occupational Standards and, with Awarding Bodies, qualifications across the full range of engineering occupations. Members were drawn from employers, Sector Skills Councils and equivalent bodies, Trade Unions, employer organisations, academia, EC (UK), engineering professional Institutions and other parties involved in setting standards of performance for engineering.

OSCEng became operational in September 1996. The principal activities for OSCEng were:

As an organisation OSCEng was designed to be:

  • Employer led

  • Responsive to the engineering and manufacturing sectors; and to the engineering requirements of all sectors

  • Committed to supporting the development of qualifications based upon the generic engineering Occupational Standards

Scope of the work

OSCEng endeavoured to cover all engineering activities within the broad areas of extraction, processing, manufacture and production and services. The principal achievements for OSCEng to date have been:

  • Production and publication in March 2006 of the new Engineering Competence Reference Standards

  • Production of occupational and functional maps for engineering

  • Working with the Regulatory Authorities through an agreed referral process, to ensure consistency in qualifications at and between all levels and within the agreed framework 

  • Encouraging the use of Occupational Standards, as demonstrators of competence

  • Encouraging the take-up of Occupational Standards and Qualifications by industry and individuals to complement the work of Sector Skills Councils, Standards Setting Bodies and Awarding Bodies.

  • Co-ordinating activities with other organisations having engineering interests relating to Occupational Standards and qualifications.
